[For Beginners] Shortest steps from creating Google Analytics to adding other users

Account Creation

Access "Google Analytics" while logged in to Google.

Click "Start measuring".

Enter the "Account name".(A domain name (URL), site name, or app name should be fine. Can be changed later)
The checkboxes below can also be changed later, so uncheck all if unnecessary and click "Next".

Enter the "Property name".(Can be changed later, so it's fine to use the same as the "Account name" you just entered.)
Set the time zone and currency to "Japan" and click "Next".

Select "Industry category" and "Business size", then click "Next".

Select your objective and click "Next".
(If you only want to know the number of accesses, choose "Examine user behavior".)

Check the box and click "I Accept".

This completes the initial setup.

This is where the crucial settings begin, but if you're leaving it to the developer, click "Skip for now".

Go to "Home".

If not needed, click "Turn all off and save".

Adding an Administrator Account

Here are the steps to add other users as administrator accounts.

Click "Admin" in the bottom left.

Click "Account Access Management"
(In some cases, "Property Access Management" might also be acceptable. Follow the developer's instructions.)

From the "+" in the top right, select "Add users".

Enter the developer's Gmail in the email address field, select "Administrator or Editor", and click "Add" in the top right.
(This may vary depending on the situation, but "Editor" or higher is required for stream settings.)
