How to fix the "This Rockstar activation code has already been used" error when launching GTA 5 on PC (Steam version)

I wanted to play GTA5 again after a long time, so I tried to launch the PC version (Steam version) of GTA5, but I was met with a screen saying:
"Please enter your Rockstar activation code to authenticate Grand Theft Auto V."
After some research, it seemed like I just needed to right-click GTA5 and enter the key displayed under "CD Key".

But even after entering it and clicking "Confirm", I got the error: "This Rockstar activation code has already been used."

It's not a big deal, but it's frustrating not being able to play a game I've bought, so in 2024, I decided to contact Rockstar Support about it.
It worked out in the end, so here's a memo of the steps I took.

As mentioned later, it's a good idea to "Run Steam as administrator" first.
Right-click Steam in your library and select "Properties"

From "Installed Files", select "Verify integrity of game files"

It will say "Verifying integrity of game files".

If it briefly says "0 files could not be verified and will be reacquired." at this point,

running Steam as administrator resolved the issue.

And when it completes successfully, it will say "2 files could not be verified and will be reacquired.",

and there will be some trace of a download in your download history.

Then, when I launched GTA5, the main menu appeared without any issues!

It was probably the first time I'd launched it in 100 years, and it started right in the middle of the game.

Correspondence with Support
I'll also include my correspondence with Rockstar Support, just in case.
I inquired about this issue, attaching the CD code and purchase details, and here was their response.

Open Steam
- Launch the Steam client on your computer.
Access your Library.
- In the Steam client, navigate to the 'Library' tab at the top.
Locate the game.
- Find Red Dead Redemption 2/Grand Theft Auto V and confirm it in your library.
Right-click the game.
- Right-click the game title to open the context menu.
Select 'Properties'.
- In the context menu, select 'Properties' at the bottom.
Go to Local Files.
- In the Properties window, navigate to the 'Local Files' tab.
Verify the integrity of game files.
- Look for the option 'Verify integrity of game files'. Click on it.
Wait for verification.
- Steam will begin verifying the game files. This process may take some time, depending on the game's size and your internet speed.
Check the results.
- Once verification is complete, Steam will confirm that all files are valid or re-download any corrupted or missing files.
Restart the game.
- Once verification is complete, restart your computer and try launching the game again.
