Recently, the "i" mark in the iPhone's Photos app has been sparkling, and
a feature that allows you to see information about the subject when you tap it.
This is a feature called "Visual Look Up" added in iOS 15, but it appeared on my wife's iPhone but not on mine, so I'll introduce how I fixed it.
Conversely, I'll also show you how to disable this sparkling effect.

(In my case) Enable Siri settings
This was the solution for me.
I opened "Settings > Siri & Search" and turned On "Show in "Look Up"" under Content from APPLE.
Conversely, if you want to disable the sparkling effect, turn this off.
After closing and reopening the Photos app, the "i" mark started sparkling!
I had turned off all seemingly unnecessary Siri-related settings, which was the cause.
Other possible issues
If the above method doesn't solve the problem, the following issues might be at play.
- The photo is not suitable.
- Your device is not supported.
- Language or region is not supported.
- Not connected to the internet.
- Bug.
I will explain each one.
① The photo is not suitable
It varies from photo to photo; sometimes it appears, sometimes it doesn't.
For example, I'd like it to clearly show "Ramen" for this, but it doesn't.
So, let's try to find other photos where the "sparkling" effect appears.
After trying various things, flowers and plants have a high probability of appearing.
② Your device is not supported
The "Visual Look Up" feature is available on models iPhone SE 2nd generation or later, or iPhone XR, XS or later.

③ Language or region is not supported
It seems to be available only in English, Europe, and Japan.

④ Not connected to the internet
This could be the case for those who don't usually use Wi-Fi and have mobile data for photos turned off.
Try turning on mobile data for photos.
⑤ Bug
There are also reports that it is still in the development stage.
Perhaps your iPhone is not compatible?
