This article explains how to resolve the setting in the standard iPhone Mail app where "Some images in this message were not loaded." is displayed, and images in the email do not appear unless you tap "Load All Images".

Settings

Open "Settings > Mail > Privacy Protection" and

Set "Protect Mail Activity" to off, and "Hide IP Address" to on.

Only Hide IP Address is on

It seems to apply to emails received after the setting is made.

Please observe the situation after this.

If successful, images in the email should load.
