From iOS 17, a new Safari feature called "Automatically delete URL tracking parameters" has been added.
Probably because of that, when you try to refresh a page while in Safari Private Browsing,
a message like the following is now displayed.

To conclude, it's okay to tap "Relax Protection".

In the first place, this feature is only enabled by default in Private Browsing, so it doesn't work in regular tabs.
However, as this message also states,
I think you only need to relax protection "if this page does not display as expected".
How to hide this message
Go to "Settings > Safari > Advanced (at the bottom)"
and turn "Advanced Tracking and Fingerprint Protection" to "Off".
(The default is Private Browsing)

Then, this message will no longer be displayed.
This feature still feels like it's in an experimental stage...
