How to fix the issue where timer or alarm sounds are quiet even though iPhone volume is set to maximum

I want to play the timer sound loudly on my iPhone 12, but it's somehow quiet...?
That happened to me.
Why is the "Ringer and Alerts Volume" at maximum...?

The cause was in Face ID's features.
Attention Aware Features
On models that can use Face ID (such as iPhone X, 11, 12, 13, 14)
It seems there's a feature that prevents automatic screen brightness adjustment and lowers notification volume when you are looking at the screen.
This seems to be why the timer volume was low.
So, try playing the timer without facing your device,

Or, turn off "Attention Aware Features".
Open "Settings > Face ID & Passcode"

Scroll down a bit to the "Attention Aware Features" setting
Turn this off.

Then, the timer sound played at maximum volume.
