How to do it
From "Add Graphics", filter by "Animation Overlays" and find "Lens Flare_1".

Drag and drop it onto the timeline.
At this time, make sure the added "Lens Flare_1" is on a layer above your video or image.

This will result in a black screen with sparkling lights, so open "Effects" > "Opacity" > "Blend Mode" for Lens Flare_1.

Set it to "Screen" or similar.
