Obtaining an MNP reservation number alone does not constitute cancellation.
Even if you decide "I don't want to cancel after all," the MNP reservation number will simply expire, and you can continue using Rakuten Mobile.
Even if you're considering switching to another carrier but are undecided, it's perfectly fine to just obtain an MNP reservation number.

If you purchased a device with installment payments from Rakuten Mobile, it seems you will need to pay the remaining balance in a lump sum upon cancellation.

Caution for those who have made purchases on Rakuten Ichiba and have not yet received SPU points
Rakuten Mobile subscribers get +4x points on Rakuten Ichiba, but these points are awarded on the 15th of the following month.
If you cancel Rakuten Mobile before this date, the points will not be awarded, so those who have made purchases should be careful.
Steps to Obtain MNP Reservation Number
Open "my Rakuten Mobile" in the app or on the web.
Tap "Contract Plan > Proceed to various procedures". On the next screen, select "Switching to another carrier (MNP)".
Confirm the important notes and tap "Proceed".
Select "Issue MNP reservation number" and "Proceed".
Agree to the terms and tap "Proceed".
Answer the survey, then perform one-time password authentication on the next screen.
The MNP reservation number has been issued.
No confirmation email was sent, so we recommend taking a screenshot and saving this screen.
Be sure to note not only the "MNP reservation number" but also the "expiration date" and "phone number". You will be asked to enter these at your new carrier.
