Steps

Access "reCAPTCHA" while logged in to Google.

Click "v3 Admin Console". It says v3, but v2 is also here.

reCAPTCHA v3 Admin Console

Enter the "Label". (Domain name (URL) or site name is fine. Can be changed later)
Select "reCAPTCHA type". v3 is generally fine, but confirm with the developer.
Enter the URL in "Domain", check "Agree", and click "Submit".

reCAPTCHA Register a new site

The site key and secret key will be displayed, but since you will add the developer as an owner later, do not copy them and click "Go to settings".

reCAPTCHA Configure property

Enter the developer's Gmail in "Owner" and click "Save".

reCAPTCHA Set industry and size

This allows the developer to access, configure, and view the client's reCAPTCHA!
