In my case
In my case, the issue was resolved by checking "Do not include WordPress's standard jQuery library" under "Settings > Media > FancyBox > Other".
At that time, I was developing a theme, and I had stopped the standard WordPress jQuery and was loading my own jQuery.
As the name suggests, if you are loading your own jQuery, you need to check this box.
Other possible causes

Check settings
Check if the media you want to pop up is checked under "Settings > Media > FancyBox > Media".
Check if images have links
When inserting images into an article, make sure the "Link To" is set to "Media File".
If you are using the block editor, you can check if the link destination is "Media File" from the link icon.
After all, images cannot pop up if they don't have a link.
